KCSIE 2025 raised the bar on school IT

Keeping Children Safe in Education 2025, now in statutory force, brought significant new IT obligations for all schools and colleges in England. These are not suggestions. They are legal duties that Ofsted will scrutinise.

The compliance landscape

  • Filtering and monitoring, active management required

    Schools must now demonstrate active understanding of their filtering and monitoring systems, not just have them installed. Senior leaders must understand how they work, review them annually, and ensure they address AI-generated content risks.

  • DfE self-assessment is now an expectation

    Schools must complete the DfE’s “Plan Technology for Your School” self-assessment tool. KCSIE 2025 makes clear this is an expectation, not optional guidance, and Ofsted will likely scrutinise it.

  • Cybersecurity standards explicitly clarified

    KCSIE 2025 added explicit wording on cybersecurity standards, reinforcing their role in building school resilience. A cyber incident can cause school closure, the DfE treats this as a safeguarding matter, not just an IT one.

  • Generative AI risk management

    Schools must identify and mitigate risks from generative AI. KCSIE 2025 links directly to DfE product safety expectations for AI tools, most existing filtering systems weren’t designed for this.

DfE Filtering and Monitoring Standards, the four requirements

Assign roles and responsibilities — ensure staff know who manages and reviews filtering and monitoring systems

Review at least annually — identify gaps, test real-world performance, not just supplier documentation

Block harmful content — systems must be context-sensitive and address dynamic AI-generated material
